AWARDEE OF TECHNOLOGICAL SCIENCES PRIZE

WU HEQUAN

Wu Hequan, an expert in optical fiber transport network and broadband information network, was born in January 1943 in Guangzhou. He graduated from the Department of Wireline Communications, Wuhan Institute of Post and Telecommunications, Wuhan, China in 1964. After graduation he began his research work in the field of wireline communication system at the China Academy of Post and Telecommunications (CAPT) in Beijing (1964-1969). He continued his R&D work in the Meishan Communication Equipment Factory of State Administration of Telecommunications in Sichuan (1969-1975), the 9th Research Institute of Ministry of Post and Telecommunications in Chongqing (1975-1979) and the 5th Research Institute of MPT in Chengdu (1979-1994). Since 1994 he joined the China Academy of Telecommunications Technology (CATT). He is now vice president and chief engineer of CATT. He was elected the academician of Chinese Academy of Engineering (CAE) in 1999 and vice president of CAE in June 2002.
Wu Hequan is one of earliest core technologists to do research on digital communication technology in China. He has undertaken to study on optical fiber transmission system and digital communications network and manage R&D projects for a long time. He was in charge of many projects of the State Key S&T Plan and the State High-Tech R&D Programme (863 Programme) on optical fiber communication system. Many communications equipments and systems successfully developed for domestic first time and the industrialization was promoted as the achievements of the projects managed by him. PCM30 pulse coded modulation communication terminal device development project in which he is the chief designer won the prize of National Science Congress in 1978. He actively participated in the project of “the national important domain technology policy research —— communications technology policy."He obtained the first-grade prize of National Science and Technology Progress in 1987. As R&D project director he led and organized the cooperation of 5th Research Institute of MPT with the Post and Telecommunications Industry Corporation. The development of 155Mb/s and 622Mb/s SDH optical fiber communications system have completed and the achievement industry has realized in the cooperation project. The project awarded first-grade prize of Science and Technology Progress of MPT in 1997 and second-grade prize of National Science and Technology Progress in 1998.
Wu Hequan has also received many honorary titles from the government, such the National Mid- and Young Specialist with Outstanding Contribution (1991), the State-Level Excellent Technology Staff (1997) and the Outstanding Contributor to 863 Programme (2001).
He continuously three times assumed the director of communications technology experts group of 863 Programme and currently takes on vice director of Supervisory Committee of 863 Programme. He has assigned as Member of China Advisory Committee for State Informatization and an Adviser of S&T Committee of the Ministry of Information Industry. Wu Hequan also is pluralistic professor in Tsinghua University and some universities and a doctoral teacher in Beijing University of Post and Telecommunications.
